   * New upstream release.
   * Remove 0001-Port-to-primecount-8-API-changes.patch (applied upstream).
   * Upstream switched to meson-python: build with pybuild's pyproject plugin.
     - Build-Depend on meson, pkgconf, pybuild-plugin-pyproject and
       python3-mesonpy; drop python3-setuptools.
     - Add version constraints to Build-Depends.
     - Set PYTHONPATH to the pybuild build dir for the Sphinx build.
     - Update clean target and copyright paths for the new src/ layout.
   * Run upstream doctests with pytest-cython.
   * Depend on python3-cysignals-bare | python3-cysignals; dh_python3 cannot
     map the cysignals runtime requirement.
   * Drop redundant dh sequences and debhelper Build-Depends.
