   * New upstream release.
   * Build-Depend on pkgconf, ppl-dev, pybuild-plugin-pyproject, python3-mesonpy.
   * Add fix_test_mip_problem.patch.
   * Switch to the meson-python build backend via pybuild.
     - Run the upstream meson test suite, including the Cython tests.
     - Drop obsolete cleaning rules.
   * Build-Depend on meson (>= 1.11), drop python3-setuptools.
   * Add fix-version.patch: set __version__ to 0.9.0.
   * Add meson-minimum-version.patch.
   * autopkgtest: run tests with all supported Python versions.
   * Point Homepage, d/copyright and d/upstream/metadata to GitHub.
