   * Add debian/salsa-ci.yml

   * Depends on "cron | cron-daemon" instead of "cron"
     to allow switching to alternative implementation
   * Rename files under debian/ for debhelper 14/15 compatibility
   * Register & purger volatile files with dh-cruft
   * Start migrating away from long DH
